Yes, I agree that the 10 commandments are extremely important, No. 9 being an injunction not to bear false witness against your neighbor. To speculate about things people might have done is certainly a temptation to which human nature is susceptible at times, but we must resist this temptation and refrain from saying things that might not be true, or which we have no evidence with which to prove the truth of.
